The agreement was signed in the presence of Agnes Durdu, Vice-President of the Council of State, and Marc Colas, Councilor of State, who, following the failure of the proceedings before the Conciliation Commission, 2 March 2017, as mediator by order of 15 March 2017 of the President of the Council of State, Georges Wivenes.

It will henceforth be up to the President of the Superior Court of Justice to act, if necessary, as mediator in the event of the failure of the conciliation procedure.
