On Friday 30 June 2017, the cabinet of the Luxembourg government agreed to the draft Grand-Ducal Regulation on the establishment of an Annex of the National Institute of Languages (INL) on the Belval campus of the University of Luxembourg at Esch-sur-Alzette.

This announcement reacts to the reality of the market where places at the INL have been in short supply, for language learning. This is particularly true for learning Luxembourgish as the INL is currently the only language institute in the Grand Duchy with state-recognised accreditation for Luxembourgish nationality applications. The numbers of people applying to learn Luxembourgish has risen sharply within the past 12 months, with the Brexit issue seen as one of the reasons.

A survey undertaken by the INL public revealed that many people benefiting from the INL courses come from the border region and the south of the Grand Duchy.

In addition, the University of Luxembourg has requested to offer language courses to its administrative and academic staff and its students.
