On Monday 6 July 2015, Finance Minister Pierre Gramegna met with representatives of La Confédération Générale de la Fonction Publique (CGFP) to discuss the practical implementation of a governmental decision regarding service housing.

The discussion was also attended by representatives of several member organisations of the CGFP, which is a network of professional organisations aimed at defending the social, moral, professional and material interests of the public at large.

An information sheet will be sent to occupants of the housing service, allowing them to report on factors concerning their housing, such as location in a public building or any necessary monitoring measures.

The law provides, inter alia, that when setting a rent for such accommodation, the price of rent in the area, the pros and cons of the accommodation and the treatment from the landlord are taken into account. The law also ensures that the rent is capped at 20% of the gross salary.

In this way, rent will be determined on an apparent, regulated basis. In order to consider all these factors, the Ministry of Finance and the CGFP have announced the allocation of housing services will be amended from 1 January 2016, rather than 1 October 2015 as was originally planned.
