Following a period of consultation and research into different models deployed in various counties on the issue of prostitution, Luxembourg is going to proceed to develop its own strategy as no one existing model is deemed to be appropriate to be transposed for the Grand Duchy.

Luxembourg government's Friday cabinet meeting agreed a new fraework for tackling prostitution in the Grand Duchy in the form on Action Plan addressing the fight against the exploitation of prostitution, pimping and human trafficking for sexual purposes, and amending the Code of criminal Procedure and the Penal Code.

Luxembourg's model will be based on a number of principles and pillars, including offering improved psychosocial counseling of persons engaged in prostitution, and a strategy known as "EXIT" for those wishing to leave prostitution, as well as sexual and emotional education and strengthening cooperation in the fight against the exploitation of prostitution, pimping and trafficking in persons humans for sexual purposes - through close cooperation with the monitoring committee for the fight against human trafficking.

The penal code is to be revised according to a bill including legislative measures recommended by the Public Prosecutor and the Luxembourg Police, involving the introduction of customer penalisation in the case of prostitution of a minor, a particularly vulnerable person or a victim of sexual exploitation.
