The Luxembourg labour market is moving up a gear, according to a report issued by the Ministry of Labour, whose scorecard focused on the labour flows observed over the course of the 12 months from January 2016. 

Significant movements in the Luxembourg labour market were noted by the ministry in the report published together with the Employment and Labour Unit of the General Inspectorate of Social Security (IGSS). 

It said that as of 31 January 2017, 402,340 employees were registered in Luxembourg, compared with 390,630 at the end of January 2016, representing an annual increase of 11,710 people or 3%.

It is noted that the growth figure conceals the real figures of new recruits. Over the same period, 140,950 new employees were recruited, while 129,240 people left the market, of which approximately 6,000 were retirements.

Excluding temporary agency work, which accounts for about 20% of labour flows, 114,130 new recruitments and 101,590 contracts were made on the Luxembourg labor market in 12 months.

These recruitments - which can be made either to replace a person who has left the company or to take up a new position created by the company - account for about 29% of the total employment stock (excluding interim contracts). Their number varies between 6,330 and 14,520 according to the time of year. The end of the contract (excluding temporary workers) represents 26% of the employment stock (excluding interim contracts) and varies between 7,150 and 10,670. 

Intensification of flows in recent years can be attributed to the economic recovery. In 2014, the number of non-interim recruitments was 98,330 compared with 114,130 in 2016, an increase of 16%. For the same years, contract terminations also increased, but to a lesser extent (+ 13.8%), from 89,220 to 101,590. This more rapid increase in recruitment versus contracting reflects the positive dynamics of the labor market in recent years.
