On 19 and 20 October 2017, Luxembourg Prime Minister Xavier Bettel participated in the European Council in Brussels.

Discussions at the Council revolved around migration, the digital economy, defence and external relations, especially those with Turkey. The European Council started on 19 October 2017 with the subject of migration. Heads of State and Government expressed their determination to pursue a comprehensive, pragmatic and resolute approach. PM Bettel highlighted Luxembourg's contribution of an additional €1 million to the Trust Fund for Africa. In parallel, the need to strengthen the protection of external borders was also highlighted.

Following the Tallinn Summit, the Council turned to the digital economy which is seen to create considerable opportunities for innovation, growth and jobs by contributing to the competitiveness of the EU economy.

Subsequently, discussions on the defence and security component enabled Heads of State and Government to welcome the progress made by Member States in establishing permanent structured cooperation, of which Luxembourg decided to be part since its official launch.

As for external relations, the European Council had a debate on relations with Turkey, North Korea and reaffirmed its commitment to the Iranian nuclear deal.

Then today, on 20 October, the European Council met for a discussion on the future of Europe and Brexit negotiations. Regarding Brexit, the 27 Member States concerned noted that the progress made was not sufficient to move to the next stage of negotiations.
