From Monday 9 July to Friday 13 July 2018, the Labour and Mining Inspectorate (ITM) organized a second "Safety and Health at Work Week" in the construction sector in Luxembourg.

This health and safety week consisted of inspectors from various services and organisations including "Accidents, Enquêtes et Conseils (AEC)", "Contrôles, Chantiers et Autorisations (CCA)", "Etablissements Soumis à Autorisations (ESA)", "Inspections, Contrôles et Enquêtes (ICE)" and "Help Center Détachement (HCC)" carried out preventive checks on working conditions and the occupational health and safety of 68 companies and 260 employees at 45 different sites.

During these inspections, 177 occupational safety and health offenses were reported and two work stoppages were issued because of imminent and serious danger to the health and safety of employees in the workplaces. 48 companies, including 9 seconding companies, were the subject of immediate minor adjustments.

In terms of health and safety  at work, the majority of infringements observed concerned fall protection, scaffolding and ladders. Fewer offenses were found regarding staircase lighting, fire extinguishers and electrical cables.

For the employees of 47 companies, the ITM will still conduct a check on working conditions in the coming days.

With regards to the secondment of employees, the ITM carried out 93 inspections during which it was found that 23 companies had not made a declaration of secondment and that out of 105 seconded employees, 55 were not declared.

In terms of classified establishments, the ITM carried out 14 inspections, 7 of which did not comply with the legal and regulatory provisions for classified establishments.

In terms of classified establishments (commodo/incommodo), the majority of the risks relate to the evacuation of people, the fire compartmentalisation of premises at risk and the means of rescue and intervention.

This action allows the ITM to point out that progress is still needed to improve occupational health and safely in the construction sector. Prevention at the level of employees is as crucial as that at the level of the employers, in particular concerning the order and the cleanliness on the building site, the personal protection equipment and the equipment of collective protection.

The ITM would like to announced that the next "Health and Safety Week at Work" in the construction sector will take place from Monday 8 July to Friday 12 July 2019.
