On Wednesday 28 June 2023, Luxembourg's deputies (MPs) passed a bill allowing the domestic cultivation and consumption of cannabis under certain conditions.

As part of a risk reduction and crime prevention approach, Bill 8033 foresees the legalisation of the cultivation and consumption of cannabis at home.

Under the new law, adults will be able to grow up to four cannabis plants per household at home. Personal consumption in the private sphere is authorised; the plant should not be visible from public spaces. Cultivation and consumption remain prohibited for minors.

Moreover, the bill simplifies criminal procedures for behaviour which remains prohibited, namely the consumption, possession, transport or acquisition in public of (a maximum of 3 g of) cannabis for personal use.
