Luxembourg's outgoing Prime Minister, who tendered his government's resignation to Grand Duke Henri on Monday following Sunday's general election, is continuing in that same role ad interim and until he can form a new governments, a coalition involving his party, the DPs, along with the LSAP and Dei Greng.

On Tuesday 16 October 2018, he invited representatives of the three parties to a first plenary meeting of the coalition negotiations to be held today, 17 October, at the Hotel des Terres Rouges.

The chairpersons of the three delegations confirmed having received the unanimous mandate of the governing bodies of their respective parties to engage in these negotiations with the aim of forming the next government.

The first plenary meeting served mainly to set the organisational framework for the negotiations.

The next plenary meetings, which will normally be held at the Hôtel des Terres Rouges, are scheduled for 23, 25 and 26 October, plus 14 November. Other plenary meetings will be decided later.

The negotiators agreed on the formation of the following 11 working groups which do not necessarily relate to the future organisation of government ministeries:
- Public finance, Taxation, Financial centre development (including international implications and Brexit)
- Economy, Employment, Competitiveness, Tourism, Energy
- Social, Family, Health, Equal Opportunities
- Education, Sport, Childhood, Youth, Higher Education and Research, Culture
- State, Institutions, Administrative Reform, Public Service, Data Protection
- Sustainable development, Climate, Protection of resources, Consumers, Agriculture
- Housing, Municipalities
- International and cross-border politics, Europe, Cooperation, Defense, Integration, Immigration
- Media, Digital, Digitalisation
- Infrastructure, Spatial planning, Mobility
- Justice, Internal Security

At the next plenary sessions, the "formateur" will invite the social partners (trade unions), as well as the heads of the following administrations and bodies for an exchange of views: Trésorerie de l’État; Inspection générale des finances; Administration de l’enregistrement, des domaines et de la TVA; Directeur de la fiscalité; Administration des douanes et accises; Administration des contributions directes; Banque centrale du Luxembourg; Institut national de la statistique et des études économiques du Luxembourg; Administration pour le développement de l’emploi; Inspection du travail et des mines; Inspection générale de la sécurité sociale; Caisse nationale de santé; Caisse nationale d’assurance pension; Administration de l’environnement; Administration de la gestion de l’eau.
