In addition to the 22 representatives of foreigners from the 8 July 2017 elections, the Act of 16 December 2008 on the reception and integration of foreigners in the Grand Duchy of Luxembourg provides that the National Council for Foreigners shall be composed of representatives of refugees, municipalities, employers' organisations, the most representative trade unions and civil society.

While a number of alternate/substitute members were also elected, there are not enough so a further electoral process will be held to fill these positions, by designating these.
