
Luxembourg's Minister for Home Affairs, Léon Gloden, paid a working visit to Madrid from Wednesday 8 to Thursday 9 October 2025.
According to Luxembourg's Ministry of Home Affairs, the objective of this mission was to strengthen ties between Luxembourg and Spain in the areas of immigration and internal security.
During a bilateral meeting with Fernando Grande-Marlaska, Spanish Minister of the Interior, discussions highlighted the convergence of views between Luxembourg and Spain regarding the Schengen Area and the abolition of internal border controls. They also focused on the management of the European Union's external borders, the future missions of the Frontex European Border and Coast Guard Agency and EU cooperation with the Maghreb countries in the area of migration.
Moreover, the ministers discussed police cooperation, particularly issues related to the automatic number plate recognition (ANPR) system, already in place in Spain - the country shared its experience. In July 2025, Minister Gloden had tabled a bill in the Chamber of Deputies (parliament) aimed at establishing a legal framework for the implementation of an ANPR system in Luxembourg.
Now, he stated: "Sharing experiences and strengthening close cooperation between Luxembourg and Spain are essential to jointly address common challenges, both in migration management and internal security."
The minister discussed migration movements and refugee protection with representatives of the United Nations High Commissioner for Refugees (UNHCR), emphasising the importance of pursuing policy with both heart and reason. He also met with officials from the Centro de Inteligencia contra el Terrorismo y el Crimen Organizado (CITCO) on cooperation in the fight against organised crime and drug trafficking.
