
On Friday 17 October 2025, the Minister Delegate to Luxembourg's Prime Minister for Media and Connectivity, Elisabeth Margue, participated in the D9+ meeting in Lisbon, Portugal.
According to the Department of Media, Connectivity and Digital Policy (SMC), participants adopted the Lisbon Declaration, calling for the modernisation of regulatory frameworks, strengthening digital skills and consolidating the internal market as a pillar of the European digital strategy.
Among the main topics at the forum was that of artificial intelligence (AI) as a catalyst for European competitiveness. Discussions reportedly highlighted its potential to stimulate innovation, support economic growth and strengthen public services across Europe.
Another key issue was simplifying regulatory frameworks and reducing administrative burdens, in connection with the so-called "Omnibus" and "28th Regime" initiatives. The reported objective is to create a more efficient, transparent and business-friendly regulatory environment.
The discussions also highlighted the importance of pro-innovation regulation. Some participants highlighted the example of creating a single national digital regulator, a structure that would allow for more consistent and effective oversight of European digital legislation.
During her speech, Minister Margue reaffirmed Luxembourg's position: "We should focus our efforts on the effective implementation of the many laws we have recently adopted - such as the DSA, the DMA, the AI Act, the Data Act, eIDAS 2 and the Media Freedom Act. The rigorous enforcement of these regulations must be our top priority."
She also announced Luxembourg's presidency of the D9+, which will culminate in the organisation of a ministerial meeting of the D9+ group in June 2026 in the Grand Duchy.
The "Digital 9+" group - composed of thirteen European countries and the European Commission - meets twice a year to informally discuss current digital issues. The member countries are Slovenia, Sweden, Finland, Estonia, Poland, Belgium, the Netherlands, Spain, Portugal, Ireland, Denmark, the Czech Republic and Luxembourg.
