On Tuesday 11 November 2025, Luxembourg’s Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade reported that Deputy Prime Minister and Foreign Minister Xavier Bettel will undertake a working visit to Central America, with successive stops in El Salvador, Guatemala and Costa Rica.

According to the ministry, the three-day mission is taking place from Monday 10 to Thursday 13 November 2025 and marks Minister Bettel’s first visit to the region.

In El Salvador, Minister Bettel will represent the High Representative of the European Union (EU) for Foreign Affairs and Security Policy, Kaja Kallas. Luxembourg and El Salvador have maintained long-standing bilateral relations since 1993, based on development cooperation.

The ministry noted that the visit to Guatemala is part of Luxembourg’s intention to strengthen and broaden regional cooperation in Central America by exploring new partnership opportunities.

In Costa Rica, according to the ministry, the highlight of the visit will be the official inauguration of the Embassy of the Grand Duchy of Luxembourg in San José. Opened during the summer of 2023, this embassy plays a key role as a regional hub, particularly for development cooperation activities carried out in Central America.

During his trip, Minister Bettel will meet with senior officials from the three countries and visit cooperation projects on the ground. He will also hold exchanges with representatives of civil society and with partners of Luxembourg’s Development Cooperation present in the region.
