Luxembourg's Ministry of Home Affairs has reported that Minister Léon Gloden attended the 2025 Singapore International Disaster & Emergency Management Expo (SIDEX).
At the invitation of the Singapore Civil Defence Force (SCDF), Luxembourg's Minister for Home Affairs visited Singapore from Wednesday 19 to Friday 21 November 2025 to participate in SIDEX 2025. According to the ministry, the trip reflects Luxembourg's commitment to strengthening international cooperation with Singapore in the areas of crisis management, civil protection and homeland security.
This visit follows the State Visit to Luxembourg in March 2025 by the President of Singapore, Tharman Shanmugaratnam, which was organised to mark the 50th anniversary of diplomatic relations between the two countries. During that visit, the Grand Ducal Fire and Rescue Corps (CGDIS) and the SCDF signed a memorandum of understanding (MoU), formalising a strategic partnership initiated in 2023 to strengthen bilateral cooperation in emergency services.
During his working visit to Singapore, Minister Gloden met with several Singaporean officials, including Muhammad Faishal Ibrahim, Acting Minister in charge of Muslim Affairs and Senior Minister of State for Home Affairs, and Goh Pei Ming, Minister of State for Home Affairs. Minister Gloden presented the key points of Luxembourg's national resilience strategy, as well as the new guide designed to support municipalities in developing their local resilience plans. The minister emphasised that "developing a culture of resilience is not optional: it is an essential investment to protect our communities against the crises of tomorrow."
Singaporean authorities also showed particular interest in the LU-Alert public warning and information system, given Singapore's plans to launch its own national alert system.
The ministers further discussed challenges related to homeland security, video surveillance and fraud prevention, as well as the "whole-of-government" approach and the use of new technologies in resilience building.
Meetings with the SCDF, the Singapore Police Force (SPF), the Civil Defence Academy (CDA) and Interpol enabled the exchange of expertise in emergency management, innovation in emergency services and policing, and the application of new technologies in the security sector, particularly in the fight against cybercrime and fraud.
Through his participation in SIDEX 2025 and related exchanges, Minister Gloden reaffirmed Luxembourg's commitment to developing active and sustainable cooperation with its international partners in the key areas of security and civil protection, noted the ministry.
Moreover, the minister expressed his support for the Luxembourg delegation from the CGDIS, which participated in the SIDEX 2025 international challenge. Various exercises allowed teams from 20 countries to share their techniques and experiences in order to further improve the care of victims in the event of an accident.
