From Monday 8 to Tuesday 9 December 2025, Luxembourg's Deputy Prime Minister and Minister for Foreign Affairs and Foreign Trade, Xavier Bettel, and Minister of the Economy, SMEs, Energy and Tourism, Lex Delles, undertook a working visit to San Francisco in the United States.

According to their respective ministries, the visit reflects the Luxembourg government's commitment to supporting and accelerating the development of the automated driving sector. It reportedly provided an opportunity to strengthen ties with a dynamic technological ecosystem and identify new opportunities for collaboration.

The ministers met with several companies in the sector, including PonyAI and Tensor, which already have a presence in Luxembourg, as well as Applied Intuition and PlusAI. Discussions focused on technological advancements, regulatory and safety challenges, and prospects for cooperation in road testing, data analysis and the integration of autonomous vehicles in complex urban environments. They also addressed the importance of artificial intelligence (AI) and the use cases of automated driving in the logistics sector.

The Luxembourg delegation highlighted their country's strengths for the development of this sector: "cutting-edge" digital infrastructure, access to testing grounds, including cross-border sites with France and Germany, and "a clear government commitment" to innovation and the deployment of advanced mobility solutions.

Speaking about the visit, Minister Delles stated: "With the recent launch of our 'Automatiséiert Fueren 2028' [automated driving] strategy, we have clearly affirmed Luxembourg's ambition to become a benchmark for the mobility of the future. This visit allowed us not only to assess the latest technological advances, but also to identify new opportunities for collaboration with some of the world's most innovative players." He added: "I was particularly impressed by the dynamism of the Californian ecosystem and the prospects it offers for our infrastructure and economy. By combining innovation, safety and real-world testing, we are creating an environment in the Grand Duchy conducive to the responsible deployment of automated driving."

Minister Bettel commented: "Autonomous driving has immense transformative potential. Luxembourg continues to strengthen its position to welcome these future technologies, driven by a stable economy and a strong capacity for innovation. This development must be carried out in close collaboration with citizens, responsibly, so that everyone understands the implications and can benefit from the opportunities."

The ministers also met with representatives of Cloudflare, a global player in internet infrastructure and network security, and Lyten, an innovative company developing lithium-sulfur batteries, which has its European headquarters in Luxembourg.
