On Thursday 1 October 2026, Luxembourg's Ministry of Justice announced that European Commissioner for Democracy, Justice, the Rule of Law and Consumer Protection Michael McGrath had visited Luxembourg, with discussions focusing on the rule of law and the proposed European "EU Inc" framework.

Luxembourg's Minister of Justice Elisabeth Margue received Commissioner McGrath, with discussions focusing in particular on the European Commission's 2026 Rule of Law Report and the recommendations addressed to Luxembourg.

During the meeting, Minister Margue reaffirmed Luxembourg's commitment to protecting and strengthening the rule of law, highlighting the importance of the annual report as a tool for dialogue, prevention and monitoring progress across European Union (EU) Member States.

"Protecting the rule of law means protecting our democracy," said Minister Margue. She welcomed the progress recognised in Luxembourg, particularly regarding the digitalisation of the justice system.

Minister Margue also highlighted ongoing efforts to increase staffing levels within the judicial services, speed up proceedings and modernise the justice system. According to the ministry, it intends to continue these efforts while improving access to information, transparency in public administration and fundamental safeguards aimed at maintaining public trust in institutions.

According to the ministry, Luxembourg expressed support for the ambition behind the so-called "28th regime", which aims to increase European competitiveness by making it easier for companies to operate across borders within the EU Single Market.

The ministry further noted, however, that such simplification should be accompanied by a solid and reliable legal framework. Luxembourg will continue contributing to work on the proposal with the aim of balancing competitiveness and innovation with legal certainty.
