On Monday 29 June 2026, the Luxembourg Confederation of Christian Trade Unions (LCGB), the majority trade union, together with the Onofhängege Gewerkschaftsbond Lëtzebuerg (OGBL) and the municipal executive of Ettelbruck signed the first collective agreement covering 83 employees of the municipal administration.
According to both trade unions the agreement marks what the signatories described as “an important milestone for social dialogue within the municipality” and reflects a shared commitment aiming to provide employees with a modern, fair and attractive working environment.
The new collective agreement is closely aligned with the collective agreement applicable to state employees, ensuring consistency in employment rights and working conditions across the public sector. It incorporates the main provisions of the state agreement while introducing several additional benefits, namely:

a new salary scale, including a dedicated salary scale for employees participating in employment reintegration programmes;

a long-service bonus of ten index points after ten years of service;

a holiday allowance of six index points;

an increased grave-digger allowance;

a telephone allowance of two index points;

an enhanced on-call allowance.
The collective agreement will remain in force until 30 April 2029.
