On Friday 25 September 2026, Luxembourg’s Ministry of Culture announced it is launching a third series of calls for projects aimed at supporting the cultural sector across several different areas.
The ministry said this support is intended for projects that can make a significant contribution to broader participation in cultural life in Luxembourg.
It aims to support:
• the implementation of cultural projects for people who have difficulty fully exercising their right to culture;
• projects that use culture as an intervention tool to address social issues and combat cultural exclusion.
Associations that have an agreement with the Ministry of Culture may also submit an application, provided that the project goes beyond the scope of the activities covered by their agreement with the Ministry of Culture.
The ministry noted that projects which were previously covered by the “Access to Culture” call for projects can now benefit from a subsidy throughout the year and can be submitted via an online form.
In 2020, the Council of Europe launched the digital exhibition “Free to create, create to be free” as part of the 70th anniversary of the European Convention on Human Rights, as well as the adoption by the member states of a “Manifesto on Freedom of Expression in the Arts and Culture in the Digital Age”.
While artistic freedom of expression is facing increasing pressure in various forms in different parts of the world, it is important to defend and promote the right of artists and cultural professionals to express themselves freely, even in difficult circumstances.
Each member state has the opportunity to present two artistic works as part of the digital exhibition “Free to create, create to be free”. As Luxembourg is already represented by one work, the call for expressions of interest aims:
- to identify the second work that will form part of the exhibition on behalf of Luxembourg;
- to encourage specific artistic reflection on the subject of human rights and freedom of artistic expression;
- to encourage digital artistic creation and experimentation by supporting innovative projects that combine art, technology and/or science.

Call for projects – Support for the inventorying of Luxembourg museums’ collections
As part of its policy of supporting the conservation and management of cultural heritage, the Ministry of Culture is launching a call for projects aimed at assisting Luxembourg museums in establishing or developing an inventory of their collections.
Through this support, the Ministry of Culture aims not only to promote rigorous and responsible management of museum heritage, but also to facilitate access to reliable information about collections for researchers, professionals and interested members of the public, and to encourage the development of specific skills related to data management.

Call for projects – Support for hosting a residency project within a cultural institution
In order to contribute to supporting the professional development of artists, authors, performers, creative agents or artist collectives, the Ministry of Culture is launching a call for projects for cultural institutions, whether or not they have an agreement with the State, to enable them to host an artist, author, creative agent or artist collective in residence.
The Ministry of Culture's support also aims to assist cultural institutions, in particular by enabling them to draw on the expertise of creative professions (dramaturges, exhibition curators, cultural mediators, etc.), which may also be covered by this call.

Call for projects – Grant for the publication of a literary work
As part of its commitment to literary creation, the Ministry of Culture is introducing a grant for the publication of a literary work, available through a call issued twice a year. This scheme aims to provide financial support to authors, female authors, illustrators and female illustrators whose works stand out for their literary quality.
The call is open to professional Luxembourgish authors and illustrators residing in Luxembourg or with strong cultural ties to the Grand Duchy, who have published a literary work with a minimum print run of 100 copies through a professional Luxembourgish or foreign publishing house during the previous twelve months.

Call for projects – Grant for the publication of a cultural non-fiction work (Sachbuch)
The ministry said that this scheme aims to provide financial support to authors who work professionally as writers and whose work stands out for its intellectual quality and contribution to the fields of history and culture in connection with Luxembourg, or more broadly to understanding its history, society or culture.
The call is open to Luxembourgish authors residing in Luxembourg or with significant cultural ties to the country, who work professionally as writers and have published, during the previous twelve months, a printed non-fiction book with a print run of at least 300 copies through a professional Luxembourgish or foreign publishing house.
