On Monday 8 December 2025, Luxembourg's national statistics institute, STATEC, reported that the annual inflation rate rose to 3.0% in November 2025, up from 2.7% in October.

In November, the national consumer price index decreased by 0.2% compared to the previous month. STATEC attributed this monthly decline mainly to a significant drop in travel-related costs.

After a slight decrease in October, petroleum product prices rose again in November, with the aggregate increasing by 2.9%. STATEC noted that heating oil prices increased by 8.5% over the month. Fuel prices at the pump also rose, with diesel up by 5.0% and petrol by 1.6% compared to October. Town gas prices, however, fell by 1.6%. Year-on-year, petroleum product prices were 12.2% higher than in November 2024.

The overall index was also influenced by seasonal decreases in travel prices. Package holidays were 11.8% cheaper than in October, while airfares fell by an average of 11.1% over the month. Compared to November 2024, however, airfares and package holiday prices were 12.7% and 13.9% higher respectively. STATEC added that the services sector was affected by the seasonal reduction in childcare and maisons relais fees, which fell by 8.9% compared to the previous month. By contrast, restaurant services recorded a slight increase (+0.4%). The services aggregate rose by 2.6% over one year.

Food prices decreased by 0.1% month-on-month in November. The sharpest declines concerned fresh fruit (-3.5%), dried meat (-0.8%) and olive oil (-1.3%). Some products rose in price, including beef and veal (+2.2%), pork (+4.3%) and fresh vegetables (+1.3%). Prices for spirits and liqueurs also dropped by 5.0%. Compared to November 2024, overall food prices were up by 2.6%.

Additional declines were recorded for televisions (-3.0%), games and hobbies (-5.1%), fiction books (-1.7%) and women’s shoes (-8.5%).

STATEC reported that the annual inflation rate increased to 3.0% in November, while the annual underlying inflation rate rose to 2.6%. The general index for November, expressed in a base of 100 in 2015, stood at 126.04 points. The half-year average of the index linked to the 1 January 1948 base increased from 1035.62 to 1036.14 points. STATEC reiterated that the next wage indexation will be triggered once the value of 1038.79 is reached.
