On Wednesday 30 September 2026, five of Luxembourg’s political youth organisations issued a joint statement in relation to the country’s issues with housing.
The statement, co-signed by the CSJ, Young Democrats, Young Greens, Young Left and the Young Socialists, featured a list of twelve measures the organisations believe are required to deal with the ongoing housing shortage in the Grand Duchy.
The organisations said: “For more than 20 years, Luxembourg has been facing a permanent housing crisis. As youth political organisations, we want to highlight that this crisis particularly affects young people in this country. We have therefore agreed, in a joint declaration, on twelve measures that we are calling for as youth organisations.”
Twelve measures to deal with the “Housing emergency”:
- The creation of a national housing register should be advanced, making it possible to identify vacant housing units.
- Stop speculation: introduce an effective tax on vacant housing and a mobilisation tax on undeveloped land.
- A political target of 20% affordable housing at national level.
- Invest 1% of GDP every year in the creation of affordable housing.
- An affordable pricing policy by the SNHBM [National Society for Affordable Housing].
- A minimum density requirement that municipalities must grant to public developers when constructing affordable housing.
- The introduction of land development agreements and ministerial land readjustment.
- An expansion of the state rental guarantee to include middle-income earners.
- Reform of the rent cap.
- Strengthen the Rent Commission.
- Stronger oversight of furnished rooms (“Chambres Meublées”) and unhealthy/unsanitary housing.
- Bring the banks on board.
The groups stressed: “Housing is a basic necessity – that is why we are committed to taking action.”
