
On Tuesday 22 July 2025, Luxembourg's National Pension Insurance Fund (Caisse nationale d'assurance pension - CNAP) published its 2024 annual report.
According to CNAP, the report provides an overview of the organisation and activities of the Caisse nationale d'assurance pension and presents the financial results of the general pension scheme for the past year.
In 2024, the CNAP paid a total of €6.80 billion in pension benefits to 233,286 recipients located in 117 different countries.
Over the course of the year, the CNAP received 492,886 items of correspondence. Among these, it processed 23,879 pension applications and responded to 13,774 requests for information. The pension fund also handled more than 120,000 calls via its dedicated “Pensions” hotline and processed over 45,000 contact forms submitted through its official website, cnap.lu.
As of 31 December 2024, CNAP employed 242 staff members, equivalent to 220.73 full-time positions. Of these, 188 employees worked full time, while 54 worked part time (ranging from 37.5% to 90%). In 2024, CNAP recruited eighteen new staff members; five employees retired and four left the administration.
In a statement included in the report, CNAP President Alain Reuter noted that the number of pension assessments, ongoing verifications and estimate requests, covering both pension start dates and benefit amounts, continued to rise in 2024. “These figures reflect the growing demand for reassurance among policyholders that they will receive a well-deserved pension,” he said.
He added that the international scope of CNAP’s work increased again in 2024: over 60% of careers giving rise to pensions were classed as “mixed careers”, and more than 51% of pensions were exported outside Luxembourg. This reflects long-term changes in the labour market and contributes to the increasing complexity of pension case processing.
Financially, CNAP’s general pension scheme reserve grew by €3.28 billion to reach approximately €30.67 billion at the end of 2024, despite ongoing market volatility. The reserve now covers 4.39 times the amount of annual pension expenditures, showing a slight improvement from the previous year.
