On Tuesday 21 October 2025, Luxembourg's national statistics institute, STATEC, published its latest Conjoncture Flash report showing that while Luxembourg’s exports to the United States (US) have decreased in 2025, the value of its exports to the US has increased.

According to STATEC, following the agreement of 27 July 2025, the customs duties applied by the US on European Union imports have been 15% for most goods since 7 August 2025 (instead of the 20% initially announced on 2 April 2025). Steel and aluminium products are a notable exception: these were already subject to customs duties of 25% since 11 February 2025, a rate that the US raised to 50% on 4 June 2025. STATEC said this is not trivial from Luxembourg's point of view, because even if its exports of goods to the US represent only 3% of the total, they are mostly made up of metals and metal products (at just over 40% of the total in recent years).

Over the first eight months of 2025, the volume of exports of goods from Luxembourg to the US marked a 2% decline. On metals and associated products, the decline reached approximately 5% over the same period. Conversely, the volume of shipments has increased for other product categories, particularly in the fields of plastic (+180% over the first eight months), rubber (+70%) and textiles (+50%), with trends that remain generally favourable until August.

In comparison, the value of exports of goods to the US by Luxembourg showed an increase of about 15% over a year (over the first eight months), a result that compares favourably to the European trend (+10% over the same period). STATEC said this increase in value compared to a decrease in volumes or failing that a decrease in value than in volume, shows an increase in the share of more expensive products exported compared to last year and concerns a majority of EU countries. 

Thus, the share of the US in the total exports of Luxembourg goods expressed in value remains in 2025 (at least over the first eight months of the year) similar to that recorded in previous years, slightly above 3%. STATEC highlighted that it remains that the value of exports of goods to the US tends to decrease in recent months for many European countries, but not in Luxembourg where it remains relatively stable.
