On Wednesday 18 March 2026, Luxembourg’s National Observatory of Health (ObSanté) published its 2025 activity report, marking the end of its first work programme, which was running since 2022.
Established by the law of 2 March 2021 and operational since 1 September 2022, ObSanté’s mission is to assess the health status of the population, health behaviours and determinants of health, as well as the healthcare system, and to disseminate information and findings from its assessments.
ObSanté noted that in 2025 it completed the development of its institutional, methodological and partnership foundations and finalised the work set out in its 2022 to 2025 programme. It highlighted the publication of the “Luxembourg: Health System Review”. Additional works included: the development of a national framework to analyse healthcare system performance, following a participatory process; the publication of a methodology for quantifying healthcare professionals, as well as work on the demographics of certain professions, in partnership with the General Inspectorate of Social Security; and the national definition of primary care. ObSanté also published a thematic report on risk factors for chronic diseases and the implementation of population-level prevention policies.
At the end of this first cycle, ObSanté noted, it is gradually establishing itself as a national reference for objective analysis of health and the healthcare system, in line with its values of professional and scientific independence, integrity, transparency and public service.
