Luxembourg's Minister of the Economy, SMEs, Energy and Tourism, Lex Delles, participated in the European Union (EU) Energy Council meeting in Brussels, Belgium, on Monday 16 March 2026.

According to Luxembourg's Ministry of the Economy, EU ministers devoted a significant portion of their discussions to the European grids package, which aims to strengthen cross-border interconnectivity, promote electrification and accelerate the permitting process for energy networks, while making cross-border infrastructure more resilient and secure. The package is considered a crucial step in supporting the energy transition and ensuring a reliable supply in an uncertain geopolitical context.

The ministers also addressed energy prices in the context of the conflict in the Middle East, which continues to create tensions in the gas and oil markets, one year after the adoption of the EU action plan for affordable energy. Luxembourg has already implemented several national support measures, the ministry noted.

"Like other Member States, we are closely monitoring developments in the energy markets. The crisis in the Middle East is making us more aware than ever of the vulnerability of our economies to fossil fuel imports, the prices of which are beyond the control of Member States and the European Union. We must therefore continue along the path of a gradual reduction in the role of oil and natural gas in our energy system," stated Minister Delles.

EU ministers also exchanged views on the energy situation in Ukraine and Moldova, with the participation of Denys Shmyhal, Ukrainian Deputy Prime Minister and Minister of Energy, and Dorin Junghietu, Moldovan Minister of Energy. Discussions focused on the urgent needs of these countries, the resilience of their energy systems and prospects for enhanced cooperation with the EU.

On the sidelines of the Council meeting, Minister Delles met with Andres Sutt, Estonian Minister of Energy and the Environment, to finalise the memorandum of understanding (MoU) between the two countries. According to the Luxembourg ministry, this cooperation builds on a successful prior partnership: before 2020, Luxembourg and Estonia collaborated on statistical data transfers. More recently, cooperation via the RenewFM instrument has enabled the development of new onshore wind farms, supported by Luxembourg's contribution.

"The MoU consolidates a positive bilateral experience and establishes a framework for future collaborations in the field of renewable energy," said Minister Delles.
