
On Monday 19 May 2025, Luxembourg's Minister for Home Affairs, Léon Gloden, presented three civil security measures at a press conference organised jointly with the High Commission for National Protection (HCPN).
The three measures are: the current status of the national warning and information system "LU-Alert"; the new government crisis management plan for severe weather and flooding; the creation of the "RESC-LU" system to strengthen response capacities at the local level.
As reported by the HCPN and the Ministry of Home Affairs, these measures follow lessons learned from the historic flooding of July 2021 and reflect the government's commitment to better anticipate, alert and respond in the event of a crisis or disaster.
The "LU-Alert" system, operational since October 2024, is said to enable rapid, multi-channel dissemination of alerts and information issued by public authorities to members of the public. This system continues to evolve based on feedback from the field and plays a key role in public prevention and response, particularly in the face of extreme events or those that could affect the physical safety of the population or their property.
For its part, the new government crisis management plan, developed under the coordination of the HCPN, merges the former "Bad Weather" and "Flood" emergency response plans. It reportedly simplifies procedures, strengthens coordination between stakeholders and ensures a more effective response during severe meteorological and hydrological events. The authorities added that the plan precisely defines crisis management bodies, alert procedures, public information mechanisms and behavioural guidance, as well as emergency measures and operational responsibilities.
The "RESC-LU" project, adopted by the Government Council (Cabinet) on 7 May 2025, constitutes a new pillar of Luxembourg's civil security. "With the establishment of RESC-LU, the government reaffirms its commitment to building a more resilient society, prepared to face the crises and disasters of tomorrow," stated Minister Gloden. "Like the Bundesanstalt Technisches Hilfswerk (THW) [Germany's federal civil protection organisation], RESC-LU aims to provide concrete support to local and national authorities with personnel and equipment in the event of natural disasters, catastrophes and crises facing the country, particularly when emergency services are mobilised for life-threatening emergencies." This system will soon be integrated into all relevant levels of the Grand Ducal Fire and Rescue Corps (CGDIS).
