On Thursday 19 March 2026, Luxembourg’s Minister for the Civil Service, Serge Wilmes, OGBL General Secretary, Alain Rolling, and LCGB Trade Union Secretary, Bento Pires, signed a new collective agreement for state employees.

This collective agreement creates clearer rules, a more transparent and fair salary structure and thus highlights the important role of state employees in serving citizens,” stated Minister Wilmes in agreement with the trade union representatives at the signing.

According to Luxembourg’s Ministry of the Civil Service, the newly negotiated agreement will enter into force on Friday 1 May 2026 and will remain valid for three years. It will apply to around 2,500 state employees.

Minister Wilmes stated: “This new text is the result of a social dialogue conducted on equal footing.” He added: “State employees are a key pillar of our public service. I am therefore particularly pleased that we have achieved fundamental improvements for our staff together with the trade union representatives.”
