On Monday 1 December 2025, Luxembourg’s Minister for the Economy, SMEs, Energy and Tourism, Lex Delles, and Minister of Finance, Gilles Roth, met with social partners (CGFP, LCGB, OGBL and UEL) at Senningen Castle as part of the national social dialogue within the framework of the European Semester.
The Ministry of Finance and Ministry of the Economy reported that during this third meeting of the year, the social partners and the government discussed, among other matters, the launch of the 2026 cycle of the European Semester with the European Commission’s Autumn Package, as well as the opinion on the draft budgetary plan based on the 2026 State Budget. The European Commission noted that Luxembourg’s budgetary documents are in line with the requirements of the new European budgetary architecture.
According to the ministries, the purpose of this meeting was to discuss the European Commission’s analysis and the responses to be provided to the recommendations addressed to Luxembourg.
Minister Roth emphasised: “Social dialogue is essential for this government and personally for me. It is the foundation of our Luxembourgish model. On this basis, inclusive and sustainable growth, which we all aspire to, can also prosper.”
Minister Delles added: “In an international environment still marked by uncertainty, recent indicators nevertheless show encouraging prospects. In this context, it is essential to strengthen the competitiveness of our economy to ensure sustainable prosperity: supporting innovation, boosting productivity, removing obstacles to investment, strengthening the single market, and continuing our efforts in administrative simplification. The European Semester provides us with a framework for concerted work to meet these challenges and advance our economic priorities together.”
