On Friday 19 September 2025, the Luxembourg Ministry of Health and Social Security reported that Minister of Health and Social Security, Martine Deprez, and the Government Council (Cabinet) had proposed to Grand Duke Henri that José Balanzategui be appointed as President of the National Health Fund (Caisse nationale de santé - CNS).
According to the ministry, José Balanzategui will succeed Christian Oberlé, effective from Saturday 1 November 2025.
José Balanzategui joined the health insurance sector in 1998 and has served as Chief Executive Advisor at the CNS since 2012. He also acted as interim President from 1 to 31 October 2018. Before joining the public sector, he gained professional experience at the Directorate-General for Development of the European Commission. He holds a Diplôme d’études approfondies (DEA) in Industrial and Service Economics and a Master’s degree in Economics, both obtained from the Université Panthéon-Sorbonne.
