On Friday 25 July 2025, Luxembourg’s Ministry of Mobility and Public Works and the municipalities of Dudelange, Kayl, Rumelange, Differdange, Käerjeng, Schifflange, Esch-sur-Alzette, Pétange and Sanem announced the creation of a joint state-municipal syndicate to replace the existing inter-municipal syndicate.

According to the press release, the municipal councils of the nine communes that are members of the Transports Intercommunaux du Canton d'Esch-sur-Alzette (TICE) have voted, through a mayoral and aldermanic deliberation, in favour of transforming the inter-municipal syndicate into a joint State-municipal syndicate by 2027.

The ministry and TICE municipalities reported that this will lead to the creation of a new entity that will provide an efficient and coherent public transport service in the southern region, in response to the key challenges outlined in the forthcoming National Mobility Plan 2040.

They noted that with the State and the nine municipalities acting as joint decision-makers and a funding model spread over ten years (more than €700 million covered by the State and a capped contribution of €150 million from the municipalities) both parties reaffirmed their commitment to sharing responsibilities, both in terms of governance and the resources to be mobilised.

The structural development is taking place in close dialogue with the State, driven by Minister for Mobility and Public Works, Yuriko Backes, and in close collaboration with the Minister of Finance, Gilles Roth. Subject to approval by the municipal councils, the legislative procedure for the draft laws establishing the joint syndicate and its funding model may be initiated in 2026.
