
On Friday 12 September 2025, Luxembourg Development Cooperation launched the 14th edition of the Business Partnership Facility (BPF).
According to the organisers, the initiative opens a new call for proposals to promote partnerships between Luxembourg or European companies and actors in developing countries. Led by the Luxembourg Government and implemented by LuxDev, the Luxembourg Development Cooperation Agency, the BPF provides co-funding of up to €200,000 for entrepreneurial initiatives with a sustainable dimension.
Launched in 2016, the BPF has already supported 50 partnership projects linking European businesses with organisations in more than 20 developing countries.
The BPF empowers companies to put their technologies and expertise to work in high-impact projects - from feasibility studies and pilot schemes to building new value chains or scaling up proven solutions.
According to LuxDev, recent projects illustrate how private sector actors from Luxembourg and Europe are applying innovation to advance sustainable development. With BPF support, IBISA is strengthening the financial resilience of Bangladeshi smallholder farmers against climate risks by embedding its parametric insurance solution into agricultural loans provided by microfinance institutions. Backed by the BPF, Weather Impact and Luxembourg startup Oko Finance have teamed up to provide Malian farmers with bundled mobile services, combining insurance, weather forecasts and alerts, to help bolster resilience to climate risks.
LuxDev noted that the BPF targets private sector enterprises based in Luxembourg or the EU that have been operating for more than three years, with a minimum turnover of €500,000 (or three times the amount of co-funding requested) and at least five employees. Eligible projects must be implemented in partnership with an entity - whether a company, NGO or public body - in a developing country (over 140 countries are eligible). Projects must demonstrate innovation, financial viability and measurable impact aligned with the Sustainable Development Goals.
LuxDev further specified that applicants have until Friday 31 October 2025 to submit their projects via luxaidbusiness4impact.grantplatform.com. The selection process will involve two stages: a pre-selection based on the initial application, followed by final selection in 2026 after shortlisted candidates submit a detailed proposal.
