On Thursday 16 July 2026, Luxembourg's national statistics institute, STATEC, reported that residential construction prices in Luxembourg accelerated markedly during the first half of 2026, with the overall index rising by 2.0% between October 2025 and April 2026.

In its report, STATEC said that following the resumption of the upward trend in structural work prices in 2025, the April 2026 index confirmed a marked acceleration, with prices increasing by 1.6% over the six-month period. Earthworks recorded the strongest growth, rising by 3.3% after a 0.6% decline in the previous half-year.

According to STATEC, roofing works recorded the strongest increase between October 2025 and April 2026, with prices rising by 3.3%, compared with 1.4% in the previous six months. Roof framing, waterproofing and roofing systems each increased by 4.3%, while fibre-cement roofing and guttering rose by 3.6%. Metal roofing increased by 3.4%, tiled roofing by 2.9% and insulation works by 2.1%.

Building enclosure works, which include windows fitted with solar protection devices, garage doors and façades, also recorded stronger growth than in the previous half-year, with prices increasing by 3.0% between October 2025 and April 2026. The highest increase was recorded for garage doors (+3.9%), while rendering on plinths and cornices saw the smallest rise (+2.0%).

Technical installations recorded an increase of 1.3% between October 2025 and April 2026, the lowest rise among all construction trades over the six-month period. According to STATEC, pipework (+3.2%) and lifts (+2.9%) were the main contributors to this increase. The April 2026 index also includes, for the first time, services relating to photovoltaic panels, inverters and storage batteries, which recorded a 1.7% increase.

Finishing works also accelerated, with prices rising by 2.0% over the six-month period. The strongest increases were recorded for linoleum and plastic floor coverings (+4.7%), fitted wardrobes (+3.6%), wall coverings and suspended ceilings (+3.1%) and interior doors (+3.0%). Tiling (+1.3%), marble work (+1.1%) and screeds and renders (+1.4%) recorded more moderate growth.

STATEC noted that the overall composite index for April 2026, expressed on a base of 100 in 1970, stood at 1,195.69 points. This index supports the indexation of almost all fire insurance contracts, as well as many other applications such as the updating of quotations or contracts for off-plan property sales.

The construction price index tracks price changes, excluding VAT, for services carried out in residential construction, excluding land costs. It reflects changes in the prices of materials and labour, as well as changes in productivity and contractors' margins. Authorities calculate indices and rates of change on a six-monthly basis for construction as a whole and for individual trades and groups of services.

The index is published twice a year: in January for data relating to October of the previous year and in July for data relating to April. The results of the index for October 2026 will be published on 14 January 2027 following the biannual meeting of the Technical Advisory Commission for the Construction Price Index.
