On Tuesday 7 July 2026, Innpact SA, a pioneer in impact finance in Luxembourg, announced a call for expressions of interest from Luxembourg-qualified financial institutions to provide depositary, commercial banking and central administration services for the proposed Tropical Forest Investment Fund (TFIF).
Expected to be established in October 2026 as a Luxembourg-domiciled blended finance Reserved Alternative Investment Fund (RAIF), the TFIF could manage approximately €109.5 billion (US$125 billion) and will support the Tropical Forest Forever Facility (TFFF), a sovereign-led international initiative involving Brazil and Norway and backed by the Luxembourg government.
According to Innpact, the TFFF aims to provide long-term, performance-based financial support to eligible tropical forest countries, helping to protect tropical forests through sustainable financing.
The call for expressions of interest seeks to identify and shortlist Luxembourg institutions with the regulatory authorisations, operational capabilities and experience required to service a complex international investment fund involving institutional and sovereign investors, blended finance structures, potential special purpose vehicles (SPVs) and global fixed-income investments.
Shortlisted institutions will be invited to take part in a subsequent selection process and submit detailed proposals.
The announcement follows the Luxembourg government's recent confirmation that the country is expected to host the financial arm of the TFFF. Luxembourg has also committed €50 million through its Climate and Energy Fund between 2026 and 2030, followed by long-term annual support beyond 2030, noted the Innpact.
The government's support for the initiative was announced in the presence of Luxembourg’s Minister of Finance Gilles Roth, Luxembourg’s Minister for the Environment, Climate and Biodiversity Serge Wilmes, Norwegian State Secretary for International Development Kristoffer André Hansen and Brazilian Minister of Foreign Affairs Mauro Vieira.
