
Luxembourg will host the EU Justice and Home Affairs Council on Thursday 12 June 2025, with Minister of Justice, Elisabeth Margue, among those in attendance.
As reported by Luxembourg's Ministry of Justice, the agenda includes a debate on the proposal for a directive to harmonise certain aspects of insolvency law in the context of the adoption of the Council's general approach, a step in the ongoing legislative procedure. This proposal is part of the 2020 Capital Markets Union Action Plan and aims to promote cross-border investment within the single market through targeted harmonisation of insolvency procedures.
EU Justice Ministers will also discuss progress on the legislative proposal to guarantee the rights of adults requiring protection or assistance. This text aims to address the challenges posed by cross-border situations, such as medical care or property management, when the individuals concerned are no longer able to make decisions due to their state of health.
In addition, the ministers will be briefed on recent progress in the fight against impunity for war-related crimes in Ukraine, as well as on the progress made in the EU's accession to the European Convention on Human Rights (ECHR).
Moreover, Laura Kövesi, Head of the European Public Prosecutor's Office (EPPO), is set to present an update on the Luxembourg-based EPPO's activities.
The Presidency will also take stock of progress made in the fight against organised crime, with a focus on the implementation of the Council conclusions of June 2024 on strengthening judicial cooperation with third countries.
