Luxembourg's national statistics administration, STATEC, has published a report looking at accidents under the influence of alcohol on our roads.
Considering the influence of alcohol in the event of a road accident, it appears that on average, over the last 5 years, 3% of 4-wheel vehicle drivers were under the influence of alcohol and 10% in a state of intoxication. These states were observed more often in male (4%, 12%) than female (2%, 6%) drivers. The influence of alcohol is also observed among other categories of users: 1% of pedestrians were under the influence of alcohol and were 3% in a state of intoxication as well as drivers of motorised vehicles with 2 wheels (1%, 5%).
Taking into account the age of these users shows that 25 to 44 year olds display the highest percentage in terms of intoxication, but young people (18 - 24 years old) follow them very closely with 3% under the influence of alcohol and 8% intoxicated.
In terms of accidents, on average, the presence of alcohol is found in 18% of all accidents and 21% of fatal accidents.
Even if the majority of accidents occur in urban areas, those with the presence of alcohol happen more often on motorways than those in which no one involved has tested positive for alcohol. In fact, 17% of accidents involving people under the influence of alcohol occurred on motorways and 46% in built-up areas compared to 10% and 50% respectively for those not involving alcohol.
Compared to non-alcohol-related crashes, crashes involving the presence of alcohol occur less often between moving vehicles but much more often against a tree, another fixed off-road object or against another parked vehicle.
The offenses observed during such accidents also vary between alcoholic and non-alcoholic drivers. The former are much more often found to be in excess of speed (41% against 21%) and more frequently cross the dividing line (13% against 8%). On the other hand, they record fewer incidents against pedestrians, maneuver or priority, which correlates with the times at which accidents involving and not involving alcohol take place.
77% of accidents with alcohol take place in the evening and at night (between 18:30 and 05:29) while 81% of non-alcoholic accidents take place during the day (between 05:30 and 18:30).
In 63% of accidents that took place between midnight and 05:30, a blood alcohol level above the legal limit was measured.
