On Wednesday 20 May 2026, the National Affordable Housing Company (Société nationale des habitations à bon marché SA – SNHBM) launched its 2025 annual report, marked a record number of affordable housing units launched.

According to SNHBM, the 2025 year represents the highest number of housing units ever started in one year, with a total of 473 housing units, including 136 apartments acquired through the state’s programme for the acquisition of homes sold off-plan. In 2024 the company launched 301 housing units.

This significant acceleration reflects the SNHBM’s ongoing efforts to contribute to increasing the supply of affordable housing and to sustainably support the national affordable housing policy,” said Annick Rock, Chair of the Board of Directors at SNHBM.

As a social housing provider, the SNHBM also continued to expand its rental housing stock. As of 31 December 2025, its rental portfolio comprised 613 units, compared with 548 in 2024. To date, the company manages 624 affordable rental housing units.

Thanks to the many collaborations established with municipalities, we continue to develop projects adapted to local needs and to strengthen the supply of affordable housing throughout the country,” added Guy Entringer, Director General at SNHBM.

Other figures show that 288 housing units were completed in 2025, compared with 250 in 2024, while 1,335 housing units were under construction, up from 1,092 the previous year. The report also highlighted the continuation of several major projects during 2025, including the Itzigerknupp project in Luxembourg-Bonnevoie, the JFK project in Luxembourg-Kirchberg and the Elmen project in Olm.

The SNHBM highlighted that it currently holds land reserves for 3,032 housing units and aims to build 400 units per year in the medium term. It added that the company recorded a net profit of nearly €10.43 million, including approximately €5 million in extraordinary income.
