
A new system to treat and manage calls and response management of the Central Emergency Relief (Central des Secours d’Urgence - CSU) 112, was implemented in Luxembourg on Tuesday 15 March 2016.
Details of the new system “ELS: Einsatzleitsystem” were pesented by Dan Kersch, Luxembourg's Minister of the Interior, and Paul Schroeder, Director of the Administration des services de secours. In a report presented in 2012 by Minister Kersch, a panel of expert consultants had deemed the CSU 112 system in Luxembourg no longer met current needs and needed to be reformed at structural, technical and organisational levels.
The optimisation of the reorganised CSU 112 is based on two pillars. The first is the new software standardising the questions commonly used in an emergency. It displays preconfigured questions for the operator to ask the caller which are created in order to gather as much information as possible (from the caller). The questions will be available in six languages: Luxembourgish, French, German, English, Spanish and Italian. The second is software for locating and routing emergency vehicles, meaning the CSU 112 will have an instant overview of the support available to send to an incident. This software will also allow for a better calculated Service d'Aide Médicale Urgente (SAMU) travel time.
In addition to these changes, additional staff will be added to the current 17 operators as the internal organisation is being reorganised.
