Luxembourg's Ministry of Home Affairs and the Grand Ducal Fire and Rescue Corps (CGDIS) have reported that the Government Council (Cabinet) on Wednesday 7 May 2025 approved the legal establishment of a national reserve of specific capacities, RESC-LU.
This civil protection capability reserve will enable the CGDIS to intervene in support of local and national authorities when the occurrence of a national crisis or the consequences of an accident, disaster or catastrophe exceed their own response capabilities.
Similar to the rescEU European capacity reserve, deployed at the European Union level and based on solidarity between Member States, or the Bundesanstalt Technisches Hilfswerk (THW) in Germany, the CGDIS will be responsible for planning, implementing and organising RESC-LU's capabilities in the future.
RESC-LU will not be a new unit of the CGDIS, but rather a system that will be integrated into all relevant levels of the CGDIS in order to strengthen its capacity to anticipate and respond to natural disasters, disasters and crises facing the country.
By legally establishing RESC-LU, the government said it is continuing its efforts to strengthen the the Grand Duchy's resilience by adopting a holistic approach.
