On Tuesday 12 May 2026, ILGA Europe published its annual ranking assessing the progress made by European countries in promoting the rights of LGBTIQ+ people, with Luxembourg maintaining its position in tenth place.
According to Luxembourg’s Ministry of Gender Equality and Diversity, the rankings evaluate European states based on their progress across seven categories: equality and non-discrimination; family; hate speech and hate crimes; legal gender recognition; protection of intersex people; spaces for civil society organisations; and asylum.
As in 2024, for 2025 Luxembourg once again ranked tenth, asserting its position among the most progressive countries in Europe. Spain, Malta and Iceland occupy the top three positions.
Yuriko Backes, Luxembourg’s Minister of Gender Equality and Diversity, welcomed this recognition while also stressing that the fight for the rights of LGBTIQ+ people must continue. In June 2025, Luxembourg adopted a national LGBTIQ+ action plan, including key measures such as the ban on conversion therapies. This plan, developed in collaboration with all ministries and civil society organisations, is now being implemented.
At a time when a backlash against LGBTIQ+ rights is emerging in Europe and in Luxembourg, Minister Backes called for strengthened solidarity and for all actors in society to be mobilised in order to build a more equal and inclusive society.
