
On Friday 19 September 2025, Luxembourg marked the official launch of “Entrepreneurs d’Impact Luxembourg” (EIL), a newly created association dedicated to advancing the impact economy.
According to the new association, the transformation of the Union Luxembourgeoise de l'Économie Sociale et Solidaire (ULESS) into Entrepreneurs d’Impact Luxembourg (EIL) reflects the rapid rise of impact-driven enterprises, whose numbers have doubled every year since 2022. Adopted on 20 May 2025, the new statutes mark a turning point, with Luxembourg now home to its first organisation fully dedicated to Societal Impact Companies (SIS) and with the ambition of positioning the country as a leading European hub for the impact economy.
The new association is led by President Virginie Ducommun, an entrepreneur and marketing expert, together with Vice-President Jean Lasar, an entrepreneur specialising in decarbonisation currencies and Daniel Tesch, a business lawyer and marketing specialist. The board brings together expertise from across sectors, with members Pascal Wiscour-Conter, Aida Ferreira, Nassera Zemmour, Jean-Marc Bouyerie, Stefania Filice, Jana Degrott and Stephan Rudolph.
According to EIL, the transformation comes in response to the rapid rise of Societal Impact Companies (SIS), a business model created by law in 2016 which allows enterprises to generate sustainable profit while delivering measurable positive social and environmental outcomes. The number of SIS has doubled each year since 2022, supported by the state-certified “Impact Luxembourg” label, which ensures credibility and protects against greenwashing.
“We are witnessing the emergence of a new economic paradigm,” explained Virginie Ducommun. “SIS demonstrate that it is possible to reconcile economic performance and societal impact without relying on state funding. Our role is to structure and amplify this movement.”
EIL’s exclusive focus on certified SIS allows it to develop deep expertise and avoid the contradictions faced by its predecessor, ULESS, which worked across different models. Its mission is to promote and defend societal entrepreneurship and the impact economy, bringing together diverse expertise in finance, law, management, communication and sustainable development to support Luxembourg’s growing ecosystem.
