On Thursday 30 April 2026, Luxembourg’s Ministry of Culture announced the publication of an update on the Cultural Development Plan 2018–2028 (KEP).
The ministry said that the KEP, published in 2018, has established itself as a key reference framework for cultural policy in Luxembourg and on Wednesday 29 April published online 62 updated progress sheets (completed as at 31 December 2025), which correspond to the 62 recommendations of the KEP.
The ministry detailed that eight years after its adoption, the plan now shows an implementation rate reaching 75% of its overall target.
Of the 62 recommendations formulated under the KEP, 20 have been fully or partially implemented, including two over the past year. The remaining 42 recommendations are currently in the process of being implemented.
The following two recommendations have recently reached a 100% implementation rate:
⁃ Recommendation No 47: “Conduct a survey on the country’s cultural practices, with a periodicity of 10 years.” In May 2025, the Ministry of Culture presented the results of the survey “Cultural Life in Luxembourg”, carried out in collaboration with ILRES. The survey highlighted the importance residents attach to culture, as well as challenges related to access to culture, particularly depending on the region of residence, and cultural participation.
⁃ Recommendation No 57: “Promote culture as an instrument of diplomacy and international relations.” At the beginning of 2025, a Committee for the Coordination of Cultural Activities Abroad (CoCACE) was established. It brings together representatives from the Ministry of Culture, the Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade, Kultur|lx and the Film Fund, with the aim of coordinating the cultural activities of Luxembourg’s diplomatic and consular missions, including their funding.
In parallel with the implementation of the KEP, the ministry said preparatory work for the next Cultural Development Plan has already begun, with an initial internal reflection phase recently launched.
The ministry remarked: “As a strategic compass for national cultural policy, this new KEP will guide key reflections and set the foundations for a clear long-term vision for the cultural sector.”
