On Wednesday 31 December 2025, Luxembourg’s Ministry of the Environment, Climate and Biodiversity has announced the extension and partial adaptation of the “Klimabonus Wunnen” and “Klimabonus Mobilitéit” financial aid schemes beyond 1 January 2026.
According to the ministry, the measures aim to ensure continuity of support for energy renovation, renewable energy installations and electric mobility initiatives following the success of the existing programmes.
The current “Klimabonus Wunnen” scheme will continue to support energy renovation of existing housing, where investments and services for which the invoice is issued no later than 31 December 2029 inclusive, provided that the initial request for a preliminary approval is submitted until Wednesday 31 December 2025. A similar extension applies for renewable technical installations when linked to energy renovation.
New ‘Klimabonus Wunnen’
Submitted in July 2025, bill No 8585, aims to extend the “Klimabonus Wunnen” financial aid scheme beyond one January 2026, with changes expected to the amounts, technical requirements and eligibility criteria associated with the financial aid.
Subject to the completion of the legislative procedure, the following provisions will apply retroactively from Thursday 1 January 2026, under conditions as follows:
1. Sustainable energy renovation
Financial support will remain substantial in order to continue encouraging the energy renovation of existing buildings, with the former “Tripartite” bonus integrated into the basic amounts of the financial aid. The proposed adjustments include: easing requirements related to the installation of insulation materials; a new subsidy for installing ecological thermal insulation with a non-fossil cladding fixed exclusively by mechanical means; a new subsidy for green façades or roofs; and reduced percentage of the reference energy surface that must be ventilated.
This new scheme covers investments and services for which the invoice is issued between 1 January 2026 and 31 December 2035 inclusive, provided that the initial request for a preliminary approval is submitted between one January 2026 and 31 December 2030 inclusive.
2. Technical installations
For technical installations, the bill sets fixed lump-sum amounts, regardless of installation capacity, to help introduce pre-financing options.
The former “Tripartite” bonus and the bonus for replacing oil-fired boilers are now included in the basic aid amounts. A new bonus is planned for replacing an oil-fired boiler in a water protection zone. Financial aid for home energy management systems is also planned for invoices issued from 1 October 2026.
The ministry noted that from Thursday 1 January 2026, aid for solar thermal systems in new buildings will stop, as will aid for log-wood and wood-chip boilers, in line with renewable energy rules.
The scheme covers investments and services with invoices issued from 1 January 2026 to 31 December 2030, or until 31 December 2035 if carried out together with energy renovation works on an existing building.
3. New constructions
Financial aid for the construction of new sustainable homes will continue under the existing scheme and be extended through regulatory measures.
4. Photovoltaic (PV) installations
Financial aids for PV installations and related electricity storage systems are covered by bill No 8463, which introduces a pre-financing procedure for such installations and was adopted on Thursday 18 December 2025. According to the ministry, from early 2026, this pre-financing option will be added to the standard application process for PV installations aid.
In a second phase, once pre-financing is extended to other components of the “Klimabonus Wunnen” scheme, PV installations and electricity storage systems will be reintegrated into that scheme.
New ‘Klimabonus Mobilitéit’
Bill No 8577, submitted in July 2025 along with a draft Grand-Ducal regulation, seeks to extend beyond one January 2026 and to improve the financial aid scheme for installing private charging stations for electric vehicles.
Effective from 1 January 2026, the proposed changes include the introduction of a “top-up” for charging points ready to support new communication protocols, particularly for bidirectional charging; and creation of new aid for installing collective smart charging systems by a property owner or condominium association in a multi-unit building, as well as for related infrastructure and equipment upgrades.
