On Tuesday 21 July 2026, Luxembourg's employment agency (ADEM) announced that it is developing a new skills-based digital employment platform, with the State Information Technologies Centre (CTIE) launching a public tender to identify the most suitable technical solution.

According to ADEM, the future platform aims to provide a more personalised and seamless experience by bringing together jobseekers' profiles, employers' recruitment needs and training opportunities around a single concept: skills. It will eventually replace the agency's current JobBoard, which lists nearly 7,000 vacancies.

Responding to Labour Market Challenges

The agency noted that the project comes at a time when Luxembourg's labour market is facing several challenges and matching the supply of skills with labour market demand is becoming increasingly important.

Nearly 20,000 resident jobseekers are currently registered with ADEM, while more than 42,000 people registered with the agency during 2025. At the same time, some sectors continue to face significant recruitment difficulties. In June 2026 alone, more than 3,100 new vacancies were reported, representing a 7.2% increase compared to the same month a year earlier.

ADEM also highlighted the planned revision of EU Regulation No. 883/2004 on the coordination of social security systems. Under the reform, frontier workers will eventually receive unemployment support from their last country of employment rather than their country of residence. As almost one in two jobs in Luxembourg is held by a frontier worker, the agency described the reform as a major structural change and said it is strengthening its digital tools and operational capacity in preparation.

Ongoing Digital Transformation

The agency noted that the new platform forms part of ADEM's broader digital transformation aimed at simplifying administrative procedures and making services more accessible.

Since the beginning of 2026, unemployment benefit applications have been submitted online via MyGuichet.lu, allowing jobseekers to track their applications through a dedicated personal account. These digital services complement the range of ADEM services already available on MyGuichet, including registration as a jobseeker and applications for various types of financial assistance.

According to ADEM, the strategy is already delivering tangible results. Currently, 85% of unemployment benefit applications are submitted independently online, while the share of jobseeker registrations completed via MyGuichet.lu has increased from 23% in 2023 to 41% in 2026.

Digitalisation has also progressed for employers. Over the past two years, the proportion of manually submitted vacancy declarations has fallen from 67% to 47%, while submissions made via MyGuichet.lu or imported from third-party software now account for 53% of all vacancy declarations.

ADEM said it will continue expanding its digital services, including the introduction of simplified registration and a new vacancy declaration process from 2026. The agency also confirmed that work is underway with Mistral AI as part of the Luxembourg government's "Flagship for Skills" initiative.

Skills-Based Approach

According to ADEM, the future platform is intended to go beyond a traditional job portal by bringing together jobseeker profiles, vacancies and training opportunities within a single skills-based ecosystem.

The objective is to develop an approach centred on both existing and future skills in order to provide more relevant support for jobseekers while helping employers better identify helping employers better identify the skills they need and match them with suitable candidates.

Competitive Dialogue Procedure

The public tender was published on Friday 17 July 2026 as part of a procurement procedure conducted by the CTIE in cooperation with ADEM. Applications may be submitted until 28 September 2026.

The agency explained that the competitive dialogue procedure will allow discussions with several candidates to assess different technical and functional approaches before selecting the solution best suited to the project. The first version of the new platform is expected to be launched from 2028.
