47 Companies Receive Approval for Partial Unemployment in August

On Tuesday 21 July 2026, Luxembourg’s Ministry of the Economy reported on the latest meeting of the Economic Committee (Comité de conjoncture), during which it analysed the national economic situation and the labour market situation for June 2026.

According to the Ministry of the Economy, the committee met on Tuesday 21 July 2026, under the chairmanship of Luxembourg’s Minister of the Economy, SMEs, Energy and Tourism, Lex Delles, and Minister of Labour, Marc Spautz.

According to the ministry, the committee examined the forecast of applications for partial unemployment for August 2026. The number of applications submitted remained unchanged compared with the previous month. A total of 51 companies submitted a forecast application for the granting of partial unemployment support in order to benefit from the provisions of this measure for the aforementioned month; the final decision on the granting of this support lies with the Government Council.

After reviewing the submitted files, the committee issued a favourable opinion on 47 applications. Of these applications, 33 relate to economic conditions, eight relate to structural reasons, meaning that they are linked to an employment retention plan and six applications are justified by a link of economic dependency. The number of employees concerned amounts to 2,855 full-time equivalent (FTE) positions, compared with 1,925 in the previous month.

The ministry noted that these figures are indicative and concern the forecast number of employees affected; they therefore do not represent a concrete indicator of the economic situation. This is why the committee also provides the number of employees who have actually benefited from the measure. This assessment can be carried out three months after the forecast applications submitted in advance. Once a forecast application has received a favourable opinion, companies have two months to submit a statement of the hours actually not worked to ADEM.

Regarding the partial unemployment applications for April 2026, which received a favourable opinion during the March 2026 committee meeting, of the 53 forecast applications approved, 36 actually made use of partial unemployment. Four files are still currently under review, bringing the number of completed files to 32.

In total, based on these 32 statements, of the 1,387 beneficiaries forecast for April 2026, 894 employees actually experienced partial unemployment, compared with 694 employees in the previous month. In terms of FTEs, 218 FTEs were actually affected by partial unemployment, compared with 166 FTEs in the previous month.

The actual hours of partial unemployment declared for April 2026 amounted to 37,720, compared with 28,722 in the previous month.

The cost for the Employment Fund for April 2026 amounted to €712,613, compared with €563,179 for March 2026.

Moreover, the Economic Committee issued a positive opinion on four applications for tax exemptions on severance and departure payments pursuant to Article 115 (10) L.I.R., concerning 29 employees.

The next meeting of the Economic Committee will take place at 09:00 on Tuesday 25 August 2026.
