On Friday 31 October 2025, the Luxembourg Space Agency (LSA) announced new bilateral agreement to support a comprehensive and sustained cooperation with the European Space Policy Institute (ESPI).
According to the LSA, on Wednesday 29 October at the 19th ESPI Autumn Conference “Europe as a Space Power”, held in Vienna (Austria), the Deputy CEO of the Luxembourg Space Agency, Mathias Link, and ESPI Director Ludwig Moeller announced a new bilateral agreement to support a comprehensive and sustained cooperation between LSA and ESPI, of which the LSA has been a member since 2023.
The Luxembourg Space Agency, founded by the Ministry of the Economy in 2018, is responsible for the implementation of the national space strategy and considers international and European cooperation as a fundamental element for the successful development of the space ecosystem.
As part of the agreement, LSA and ESPI agreed to reinforce their cooperation in the three thematic areas:
Research: Perform independent research and develop approaches to European space policy and address related proposals and recommendations to Luxembourgish and European decision-makers and institutions;
Network: Establish and promote a European and international cross-disciplinary network of research and promote European space policy at global level, specifically including the establishment of a presence of ESPI in Luxembourg;
Education: Support related educational activities aimed at attracting, developing and nurturing Luxembourg’s talents towards and for the benefit of the European space sector.
The LSA said the priority thematic issues for this reinforced LSA-ESPI collaboration include three areas: “Prosperity through Innovation, Industry & Finance”, "Discovery through New Destinations & Space Resources” and “Empowerment through Space Education & Upskilling”.
Mathias Link, Deputy CEO of the Luxembourg Space Agency, said: “European collaboration, in the field of space especially, is absolutely essential to ensure that companies, institutions and countries work towards common goals, along shared values, with the aim of having space play the role it can and should be playing for the future of our planet and its citizens. I am looking forward to this cooperation with ESPI, thanks to which Luxembourg wishes to further reinforce space development in Europe.”
Lex Delles, Minister of the Economy, SME, Energy and Tourism commented: “Cooperation is at the heart of Luxembourg's space strategy. This agreement with ESPI strengthens our role in shaping European space policy and reflects our ambition to be a driving force in the global space ecosystem. We believe that through shared research, education and networking, Europe can unlock the full potential of space for the benefit of all.”
Ludwig Moeller, Director of ESPI, added: “With a shared vision of promoting public benefit and developing the European space policy ecosystem, this new reinforced engagement with Luxembourg, building on LSA’s active membership in ESPI, will facilitate informed dialogue and public debate, strengthen international cooperation and building understanding and trust key stakeholders. The thematic focus of our agreement addresses especially the themes of discovery, prosperity and workforce development. We are thrilled to have the opportunity to announce this new collaboration at our annual ESPI Autumn Conference, welcoming international policy community of more than 60 nationalities.”
