Luxembourg's Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade has reported that the Grand Duchy and Benin signed their second "Partnership Commission" agreement on Friday 16 May 2025.

The ministry described Benin as "a key partner country" for Luxembourg's development cooperation programme since 2022.

On Friday, two Beninese ministers - Romuald Wadagni, Minister of the Economy and Finance, and Olushegun Bakari, Minister of Foreign Affairs - and their delegation met with Luxembourg's Deputy Prime Minister and Minister for Development Cooperation and Humanitarian Affairs, Xavier Bettel, in the Grand Duchy.

The second Partnership Commission provided an opportunity to discuss the progress of the implementation of cooperation projects funded by Luxembourg, as well as the regional political and security situation. A budget increase of €11.66 million was approved for the École de Tourisme, Hôtellerie et Restauration (tourism, hospitality and catering school), a project implemented in collaboration with the École d'Hôtellerie et de Tourisme du Luxembourg (EHTL). The ministers also discussed future projects in the port and logistics sectors, as well as support for the Republican Police in addressing the security situation in the border regions of northern Benin.

The ministry recalled that Luxembourg and Benin signed a general cooperation agreement in December 2022, which established the framework for their development cooperation relations. Since September 2023, Luxembourg has had a resident embassy in Cotonou.
