
On Monday 7 and Tuesday 8 July 2025, Luxembourg's Minister of Labour, Georges Mischo, participated in the informal meeting of the European Union (EU) Employment, Social Policy, Health and Consumer Affairs (EPSCO) Council in Aalborg, Denmark.
As reported by Luxembourg's Ministry of Labour, the meeting, chaired by Danish Minister for Employment Ane Halsboe-Jørgensen, brought together EU employment ministers to discuss measures to strengthen the EU's competitiveness in the labour market and ensure free and fair labour mobility across the bloc. Former Italian Prime Minister Enrico Letta contributed to the discussions as a guest speaker.
EU employment ministers shared their national experiences and explored how digital solutions can help strengthen controls and combat social dumping. The conclusions of this meeting are expected to help the European Commission prepare a future mobility package, aimed at fostering fairer labour mobility within the EU.
During his speech at the meeting, Minister Mischo expressed Luxembourg's support for the exchange of experiences with the European Labour Authority (ELA), particularly with regard to the posting of workers - as part of the implementation of European rules on fair mobility.
Regarding the upcoming package on fair labour mobility, Minister Mischo called for a "fair and sustainable balance between the freedom to provide services and the effective protection of employees' rights", which he described as "an essential condition for ensuring confidence in the functioning of the internal market."
On the sidelines of the meeting, Minister Mischo met with ELA Executive Director Cosmin Boiangiu to discuss areas for improvement identified by the evaluation of the Commission's report, as well as the issue of third-country nationals.
He also held bilateral meetings with his European counterparts, including the employment ministers of Ireland and Finland.
The EPSCO meeting took place in the framework of the Danish Presidency of the Council of the European Union, which began on Tuesday 1 July 2025.
