On Friday 24 October 2025, Luxembourg’s Ministry of Education, Children and Youth, announced that the fourth edition of Democracy and Citizenship Week will take place in Luxembourg from Monday 27 to Friday 31 October 2025.
The ministry said: “The national event aims to raise awareness of the importance of democracy and to highlight democratic values while encouraging active citizenship and will take place in secondary schools, primary schools and educational and childcare structures (SEA) across Luxembourg.”
Launched in 2022 for secondary school pupils, the Week expanded in 2024 to include primary schools and the non-formal education sector, providing spaces for reflection and participation at all levels of the education system, preparing young people to become responsible and engaged citizens.
According to the ministry, the 2025 edition is the result of a collective organisation involving various actors working towards a more participative and engaged society. It is implemented by the Ministry of National Education, Children and Youth, the Psycho-Social and School Support Centre (CePAS), the Zentrum fir politesch Bildung (ZpB), the National Youth Council of Luxembourg (Jugendrot), the Luxembourg National Student Conference (CNEL) and the Kannermusée Plomm.
For the fourth edition, the Week offers a rich programme of activities, adapted to different ages and educational contexts.
For pupils, Democracy Week extends from the end of October to mid-November. The Night of Ideas 2025, organised at the Neumünster Abbey around Arte journalist Shila Behjat on Thursday 23 October, provided secondary school pupils with a platform to express themselves on current major democratic issues.
For education professionals, the conference “Meng Stëmm – Mäin Impakt: Kanner schwätze mat!” (“My Voice – My Impact: Children Speak Up!”) will take place on Tuesday 28 October at Chalet Géisserei in Luxembourg. Focusing on the impact of children’s and young people’s participation in decisions that affect them, it will include workshops in the afternoon (14:00–18:00), followed by a discussion panel open to the general public (18:00–20:00).
On Thursday 30 October, the participatory workshop “Democracy Begins in Small Steps – Children’s Committees in SEAs” will target professionals in educational and childcare structures. The morning session, built around the ZpB exhibition “DemokratieLabo”, will encourage reflection on the ways democracy is experienced in daily life. In the afternoon, practical workshops will present concrete methods to strengthen children’s participation, particularly through the creation of children’s committees.
On Friday 7 November, the Geesseknäppchen Campus will host the consultative workshop “Meng Stëmm am SEA” (“My Voice in the SEA”), organised by the Ministry and the Kannermusée Plomm. This event will provide children with a space for expression and contribute to a democratic process centred on their needs and aspirations. Around sixty pupils from cycles three and four of primary education will take part, discussing topics that directly concern them, such as outdoor activities or the impact of screen time on daily life.
The Democracy and Citizenship Forum, organised by CePAS, ZpB and CNEL on Wednesday 12 November at Geesseknäppchen Campus, will bring together secondary school pupils and engaged professionals. This inter-school meeting aims to discuss the notion of civic engagement and its different forms, as well as to showcase best practices already in place in schools to inspire others. Representatives of student committees, class delegates and young ambassadors will participate, providing young people with a space to express, listen and discuss democratic values while contributing to their civic education and highlighting their engagement and creativity.
