On Monday 22 June 2026, the National Institute of Physical Activity and Sports (INAPS) announced a series of new measures and tools aimed at strengthening volunteering in Luxembourg's sports clubs, following a consultation highlighting the main challenges facing the sector.
The announcement followed the third edition of "Gamechangers - fir e staarke Benevolat am Sport" (Gamechangers: strengthening volunteering in sport), held at the Stade de Luxembourg on Thursday 18 June 2026. Organised by INAPS with the support of Luxembourg’s Ministry of Sports, the event brought together more than 180 representatives of sports federations, clubs and municipalities.
The latest initiatives build on a consultation carried out by INAPS between November and December 2025, which gathered nearly 869 responses from sports club committee members, coaches, athletes, parents and other stakeholders. The institute also held four workshops with participants and visited 55 municipalities between September 2025 and June 2026 as part of its "Gemengentour", presenting its volunteer coordination guide to 226 sports clubs.
According to INAPS, the consultation showed that clubs face several challenges at the same time, including recruiting and retaining volunteers, financial pressures, difficulties securing sponsorship and changing expectations among sports participants, who increasingly seek more “flexible forms of involvement that are less focused on performance”.
In response, INAPS presented a range of practical measures and tools during the event, including:

continued workshops on the volunteer coordination guide for municipalities, available on request from municipalities;

the development of digital formats and online resources (templates, checklists, videos and more);

new formats focusing on themes identified through the survey, such as event management and preparing sponsorship proposals;

strengthening an active community around clubs through a dedicated hotline with a designated contact person and an online "toolbox" bringing together resources and practical tools;

"Trikotdag" (Jersey Day), an event designed to provide clubs with greater recognition and visibility while strengthening members' sense of belonging, as well as the annual "Gamechangers Event" on 17 June 2027.
A round table discussion during the event brought together representatives from across the sector to share experiences and good practices. Participants highlighted that volunteering depends not only on organisation but also on fostering a sense of belonging, purpose and community.
Looking ahead, INAPS confirmed that it will continue the "Gemengentour" in 2026 and 2027 at the request of municipalities, organise three regional workshops on volunteer recruitment and launch ClubTalk from 2027 as a local forum for exchanges between clubs. The support hotline is expected to become operational by the end of the first quarter of 2027.
