On Friday 3 July 2026, Luxembourg's Government Council approved the appointment of Xavier Poos as Director of the National Reception Office (ONA), following a proposal by Luxembourg's Minister for Family Affairs, Solidarity, Living Together and Reception, Max Hahn.

According to the ministry, Xavier Poos will take up the position on 1 January 2027, succeeding Yves Piron, whose term of office expires at the end of 2026.

An economist by training, Xavier Poos has more than ten years of experience as Deputy Director of Health in Luxembourg. In this role, he oversees the administrative functions of the Directorate of Health, including budget, human resources and infrastructure, while placing particular emphasis on strengthening internal control, internal audit and quality management. He also serves as the main contact with national authorities and international partners.

During the COVID-19 pandemic, Xavier Poos contributed to the management of the national crisis, notably by overseeing the strategic procurement of health products. He also initiated and chairs the National Purchasing and Logistics Centre (CNAL) project, which aims to strengthen the security of supply, resilience and efficiency of Luxembourg's healthcare system. In addition, he previously served in the office of the Minister of Health, where he held advisory and coordination responsibilities.

According to the ministry, Xavier Poos' professional background is characterised by extensive European experience, in-depth knowledge of public administration and recognised expertise in governance, crisis management and strategic and operational leadership.

The National Reception Office (ONA) is responsible for ensuring dignified reception conditions for applicants for international protection and beneficiaries of temporary protection, as well as managing the network of temporary accommodation facilities.

Minister Hahn, said: "In an international context that continues to evolve, marked by significant arrivals over the years, sustained pressure on reception capacity and a highly diverse accommodation network, ONA faces numerous external and internal challenges." He added: "In addition to the new obligations arising from the European Pact on Migration and Asylum, the organisational and financial review of ONA has also identified a number of areas for improvement in its organisation and management. In view of his experience and expertise, Xavier Poos is the best choice to assume the role of Director of ONA and lead the future development of this essential administration."

Xavier Poos said: "I fully recognise the responsibility entrusted to me and the confidence placed in me." He added: "The National Reception Office carries out an essential and profoundly human mission in the service of people who have often faced difficult life journeys. In a context marked by significant challenges relating to reception, accommodation and support, I intend to put my experience at the service of ONA's teams in order to contribute to a structured and coordinated public service focused on the needs of those received, while strengthening the administration's responsiveness in emergency situations and ensuring the responsible use of available resources."
