On Thursday 13 November 2025, Luxembourg’s Ministry of Home Affairs announced a new guide for developing a local resilience plan.
Luxembourg recently presented its eight-pillar National Resilience Strategy (Stratégie nationale de résilience - SNR).
With this new initiative, which forms part of a broader European and international approach, the government aims to strengthen the country’s resilience. The strategy reportedly aligns with the “Safe Together” report by former Finnish President Sauli Niinistö and the European “EU Preparedness Union Strategy”.
Léon Gloden, Luxembourg’s Minister for Home Affairs, presented a guide arising from the SNR for developing a Local Resilience Plan (Plan local de resilience - PLR) during a press conference on Thursday.
Minister Gloden explained: “In a context marked by extreme weather events and threats such as cyberattacks, the Luxembourg government reaffirms its commitment to building a more resilient society, according to the principle of ‘whole of government - whole of society’.”
According to the ministry, the guide provides municipalities and inter-municipal syndicates with a practical framework for preparing for exceptional situations from both an organisational and material point of view. It is structured around three main pillars: preparing for exceptional situations by strengthening the ability to react effectively to various types of events such as pandemics, natural disasters or cyberattacks; adopting the right reflexes in emergencies through clear procedures that ensure rapid and coordinated management of unforeseen events; and learning from the past by using previous experiences to improve future preparedness and risk management.
The guide outlines thirteen concrete key steps for developing a PLR and the ministry will send it to municipalities together with a summary poster. The ministry will also organise specific training sessions to support municipalities in putting the PLR into practice.
